Powerplaying, or godmoding, is when one member writes something in their roleplaying post that causes an action to happen to another member's character.
It's against the rules, official and unwritten, because no roleplayer wants to have another person controlling their character. In some cases, people ignore it, but that doesn't necessarily mean that they don't mind. It's important to remember that you should not powerplay unless you have direct permission beforehand. That's the best way to keep other people happy, and to keep their respect for you as a roleplayer.
The worst part is that powerplaying often happens by accident, especially in fight threads. It's very difficult to write for a battle when you can't say what results your attack had on the other cat, but it's something you have to do. It seems hard at first, but it gets easier and it works.
As Skye said very recently...
In my opinion, it's the best strategy. Try it. It makes the whole battle flow more smoothly and it keeps everyone having a good time.
