This is a list. The actions listed here aren't rules, but they're things that you should keep in mind if you want other rpers to respect you.
Please feel free to reply with suggestions or edits.
General Advice
Don't intrude. If two people are deep into a rp thread, don't bring your cat into the rp without asking the people for permission. This is very subjective though. Do your best to judge the situation. Think about whether it's a good time to enter the thread, whether your cat could reasonably show up in the same place at the same time, and whether you would want someone to join the thread if you were one of the original people.
Always ask questions. Admins will always answer them, and most members will be willing to as well. That's one reason why this site has a question board. ^^ If the question is private or just directed toward one or two people, PMs are often best. Just make sure your questions are phrased politely, and only ask them once unless you've gone several days without an answer.
Don't be a copycat. Don't copy names of other cats on the site or on other sites. Don't copy signatures, quotes, or pics either. Part of the fun of rping is getting to create your character, as is personalizing your profile to make it interesting and yours. Copying and editing slightly? Still definitely not cool.
Do what you can to avoid wasting valuable rping time. Check a thread's date before you post a reply. If it's more than a month old, you probably won't get a reply. Make sure the member who started the thread is still active on the site by checking their profile for the last login date. (The exceptions to the date check are continuous threads like the dens in camp, or the freshkill pile.)
(Continued later.)

How about -- check before you post if the thread is very old or if the members RPing are still active?

Updated, thanks Wildshadow. ^^ Did I phrase it well enough to get your meaning across, or would ya like me to add something?

Ooh this is a great idea. I have a huge suggestion: It's called proper spelling and grammar. Honestly, it takes hardly any extra time to correctly type out a 3 sentence post with properly spelled words, spacing, punctuation and grammar. Unless you want to come off as someone who barely has a grasp on the English language (and possibly find some people don't wish to RP with you) PLEASE take a moment and spellcheck and use punctuation. It makes the whole site look better too since others DO read threads to get an idea of the kind of RPing level on here before deciding if they want to join. ^^

Yeah! I agree with Blossom strongly. Sometimes, people don't use grammar and punctuation properly and when others read it, they don't understand. They have to read it a few times over. It happened to me a few times, and I think it is annoying.
Maybe also...don't use signatures that stretch the page?

I agree with Cloudy and Blossom, it is annoying when i can't understand people's posts, especially when they use leet speak or IM

I have a few! I love doing these types of things!
- Try your best when RP-ing. Maybe this is just me, but I hate it when I post this long posts that consists of a couple paragraphs and I get this itty-bitty one-liner in return. I don't expect a post as long as mine (unless its Blossom-chan), as I know I post really long posts, but I hate one-liners. Two lines, I won't complain. Much. But one? I reserve the right to not respond until the post is longer. I mean, how much can you work off of one line? C'mon! That's how come I love posting limits. One paragraph (five sentences) is/would perfect.
-Spelling. I know that not everyone is that good of a speller, or that English is not their first language, but Proboards made that spell check button for a reason. Use it and the world will be a better place. Sometimes a post is so bad, I have no idea what they are saying. I recommend that we put it mandatory for people to check over their posts if their not that good of a speller.
- Don't reply to a post in just OOC. Its annoying when you see a thread being responded to, but there's not actual response, just something stupid in IC. It annoys me. If someone wants to join they can ask in IC, but if its just an open thread and not very developed they can do something like "(Hey, is it cool if I join? If its not, just ignore this little postie.)" or something of that sort. I can't say how many times I've used that exact phrasing.
Add those three, and I'll be the happiest person you'll ever meet.

*playfully tackles Tilly-chan* Here here! I must concur that thou doth speaketh the verbatims mine fancies had precluded past haste. *giggles at her shakespearan evilness*
Okay for those that need a translation I basically said - I totally agree and you beat me to posting it. xD
And about the OOC note leaving, yeah, I've done that a few times myself, but I agree it makes a thread look cluttered. If nothing else, go back and edit your ooc note once your question is answered and replace it with your post since 99.999999% of the time it looks like this anyways: 1 - blah blah blah 2 - blahby blahby 3 - can i join? 1 - sure.
Okay, 3 should just EDIT their first post to say blah blah and then person 1 should EDIT their post to reply to 3 and that way the thread keeps going and looks neat. But maybe it's only me and Tilly that are the RP thread neat freaks? *giggles*
As for ze one liners and those that don't bother to even attempt to use spell check (I'm NOT refering to those that attempt to spell stuff right and get a word wrong here and there, I'm refering to those that repeatedly misspell stuff and don't use spellcheck) - gosh I probably shouldn't say this, but I won't lie - I won't rp with them. It's too hard and I feel like I've wasted several posts when all I get in return is one or two sentences with most of it misspelled. Not to mention it makes the entire SITE look illiterate. *smiles apologetically and hides behind Tilly*

I TOTALLY agree with what you and Tilly said, Ash. Sure, I like RPing with almost everyone, but sometimes I really find it annoying when someone types:
rainpool was siting bneath te oak treee n she ate some freshkill then jaywinng come over and too.
or something like that. I know that was slightly exaggerated, but some people miss out words, misspell things repeatedly, don't use proper grammar, use run-on sentences...etc.
Note about me: I don't really post that long (like Tillz and Ashez), but I DO try and make my posts as neat as possible and write as much as I can (or is needed)
